 Policy Dialogue on a Proposal for an International Science and Technology Treaty 11 April 2003 UNCTAD and the International Centre for Trade and Sustainable Development (ICTSD) organized a Policy Dialogue on a Proposal for an International Science and Technology Treaty, as part of the Science and Technology Diplomacy Initiative and the UNCTAD/ICTSD Project on Intellectual Property Rights and Development. The Policy Dialogue took place on Friday, 11 April 2003 from 10 am to 12.00 noon in Room XXV at the Palais des Nations, Geneva. The Keynote speaker was John Barton, Professor of Law at Stanford University and Chair of the Commission on Intellectual Property Rights, United Kingdom. In his presentation, Professor Barton addressed ways and means through which existing bilateral flows of scientific and technological knowledge within the developed countries and between the developed and developing countries can be stimulated and accelerated. One way is to expand the existing bilateral process into a global process through an international treaty designed to strengthen commitments to science and technology through science education and knowledge-sharing, particularly with developing countries. The Policy Dialogue was opened by Mr. Rubens Ricupero, Secretary-General of UNCTAD. Discussants included Keith Maskus, Professor and Chair of Economics at the University of Colorado; Ricardo Meléndez-Ortiz, Executive Director of ICTSD; and Pedro Roffe, Director of the UNCTAD/ICTSD Project on Intellectual Property Rights and Development.
